# Multi-layered governane

The Clashcard platform is designed to operate through a model of multi-layered governance model that involves players, staker and users at all levels.&#x20;

The multi-layer structure of governance is designed by dividing the user base. Once divided into fine categories, users are then grouped to form a mutual consensus in diferent matters to vote for alteration and advancements.

Userbase can also propose different models for advancements in the existing protocol, by putting forth their model for voting. Once in the voting stage, the model is then reviewd by all other users along with the administration. All users and team members then vote through a mutual consensus. The ratio of the vote them finally detrmines the aplicability of the new idea.
